new bill introduced modifies the definitions of "rifle" and "pistol" to neuter the pistol brace rule

"The presence or absence of rear mounted braces or attachments
which can assist a user in controlling the pistol shall not cause a
firearm that otherwise meets this definition from being considered a
pistol.’’
p 3, lines 5-9
Rather specific, to the point, and defangs the ATF ruling.

.

It just seems like this would sort of just half heartedly kick the can down the road a little. It doesn't remove SBR's from the NFA, does it? Seems like it just redefines a "pistol" to mean any gun that's "concealable" (without defining, "concealable").

That isn't the intent. It has nothing to do with removing SBRs from NFA.

It is only intended to legislativly negate the ATF stabilization rule. While inevitable court cases may reverse the rule it can take years of cases working up to SCOTUS. Passed legislation can be a quicker path.
