Just found the notification - as of late NOV 13, a new MWR POW (privately-owned weapons) range has opened at Joint Base Langley-Eustis, Ft. Eustis, VA for all-service military members, and, DoD civilians attached to JBLE. http://www.jble.af.mil/news/story.asp?id=123371992 And all this time I have been hauling up to the Ft. Lee POW range, an hour away (JBLE is only 15 minutes!) JBLE POW is open weekdays 0800 to near sundown; Ft. Lee POW is Sundays only 1000-1600.

More Info

This URL contains the current SOP: http://new.jbleforcesupport.com/fort-eustis-outdoor-recreation/#POWRange-5 . The original is: View attachment Fort Eustis Range.pdf, and you will note a since corrected error in the list of permissible handguns.

The hours will now include Sundays if the ranges are otherwise available. No one will be checked onto the ranges after 1800, and all shooters must be off the ranges and checked out at MWR before 1900, including the designated RSOs.

A "two person" rule is in effect, meaning that to be checked onto a range, two adult persons are required to be checked in together (and must leave together). This to ensure that no single person will be on a range alone, including RSOs.

MWR expects that the RSOs will have an active cellphone in case of emergency or security issue on a range, and to be able to be contacted by MWR or base security.

Essentially, every authorized DoD member (AcDu, Reserve, Ret. or DoD civil service) will attend the Range Safety Class and be qualified as an RSO.
