I have a question I'm hoping some of you more knowledgable guys could help me with. I live in Illinois where concealed carry isn't allowed, but I'm curious as if I can get a concealed carry permit out of state. That way when I travel out of Illinois, I can feel a bit safer. A guy I work with said he went to Florida on vacation and got his permit while he was there. He also said it was good in a bunch of other states. Sorry for my lack of knowledge, I'm just now researching the matter out. Thanks for your help in advance!

Many states offer concealed carry licenses for non-residents. Utah and Florida are the most recognized and (for Utah) can be obtained in your home state from a certified instructor.

It's important that I point out to you (even though your post seems to acknowledge it) that a non-res permit from another state will give you no leeway as it pertains to Illinois carry.

Here, in Texas, there were something like 49 Utah instructors in my general and immediate area (Houston) willing to hook me up with a non-res permit cheapish (I think the costs were about 100 bucks) when I looked last year.

By all means get a non-res permit from a state that offers it. Also, work very hard and get all of your friends and their friends to work very hard to change Illinois law to something a little more sensible.

Here in Arkansas CCW permits are easy to get with some money spent in class time, instruction, range shoot and weapon followed by more money donated to the State Police etc... eventually you get a permit to carry.

Looking at my list of Reciprocal States that honor my permit when I travel out of state, Illinois ISNT one of those on the list.

With the recent church shootings in Illinois Arkansas ALMOST passed a law allowing us to conceal carry to Church. But we are going to put it back on the agenda next session.

Obviously criminals have no ties or feel any power from the law.

I looked at Maryland where I was raised and was shocked at how draconian a carry permit is... basically you have to have BEEN a victim and PROVE that there is still a threat AGAINST you after the fact before they will let you carry.

Nah, I solved Maryland's problem by moving to a state with much better laws. It aint perfect because OC is not allowed yet off home and lands. But we are working on that.

Idaho is looking pretty durn good along with sections of Tennessee.

Being from IL, CCW isn't allowed here no matter what state issued the permit.

That being said, I just filled out my application and paid the $ 26.00 fee to Centre County Sheriffs Office in Pennsylvania for a non-resident permit this past Monday.

Application was approximately 1 page and pretty straight forward. From what I understand, once you have one you can move forward for another such as Utah or Florida. Either way, the Pennsylvania permit is good for 25 states of which are the ones I travel through the most.

If you need furhter info you can find some at http://www.ccrkba.org/reciprocity.html or go to http://www.co.centre.pa.us/sheriff/license_application.asp to read the instructions and download the application.

As I type this, I just opened up the envelope containing my PA permit! Yep, Monday of this week sent out, received Saturday of same week.

Is there any organized movement in Illinois to change the CCW?

There are a lot of states that don't recognize a CCW being held by a non-resident; such as an Illionois resident holding a Utah or Florida license. Something else to check on.

You can get a Florida or Utah concealed carry permit. No need to visit Florida or Utah or to have a CCW permit already. I have both in addition to my home state since I travel.

There is a lot of overlap in state coverage, so one or the other should meet most people's needs. I'd think about where I'd be traveling. For example, Minnesota is near you and honors Utah, not Florida. But Missouri, Indiana, Kentucky honor both. Interestingly, Florida's permit is good for seven years now.

Each state has training requirements. I took a NRA safety class for the Florida permit and found a local Utah-authorized trainer for the Utah permit. My local sheriff's office did the finger printing for FBI background checks.

Each state's process is straightforward. In fact, they are so straightforward, it highlights the silliness of states that don't issue.

You should expect to spend hundred+ dollars for the class, finger printing, notarizing and the permit.

    Go for it.

Exactly. Michigan only recognizes a CCW permit if it's issued by your home state as well. So a Illinois resident with a Florida permit can NOT legally carry in Michigan.

Just check the laws of each state where you plan to travel before you plan to carry.

The NRA or some one with a law degree ought to sue under law that forces ILL to honor my DL while driving through their state.

If it were that easy, it would have been done.

    It is that easy.

Alan Gura is doing it now. We just got the 7th Circuit to split the incorporation case law so it's now off to SCOTUS. I'll wager we have the second incorporated via the fourteenth by this time next year.

    Just to add.....

I think some states do not recognize a CCP if you don't reside in the state that issued the CCP.

FL training requirements can also be met by providing a military honorable discharge paperwork, or any form of LEO qualification certificate, NRA first steps, or NRA basic pistol certificates.

I am one of many that do the Utah class in Illinois. Simple process....about a 4 hour class. I have classes in Milan, Dundee and Springfield in the next week or so.

As a graduate of Paul Horvick's class, I highly endorse it. I took it in Chillicothe IL last year and got my Utah permit no problems.
