Yep, the THR/TFL library has a link to it, and has for a while, though it should be labelled more clearly. Very cool indeed.

If you don't mind going to a government site, the General Dennis J Reimer Digital Library has the latest manuals online in .pdf format. Some FM's are restricted, such as detailed medical ones and special operations, but there are lot that are not restricted, including some TM's.
