Nope, in many states, the still free states, they would be perfectly legal depending on their age. In Idaho, Washington state, Wyoming, Montana, Arizona, New Mexico, Alaska, Kentucky, Virginia, Vermont they should be just fine, at first glance at the Opencarry.org map.
