Is it legal to sell a firearm to someone who has told you that they live in a state next to you and they will drive over and buy it from you?

Interstate transfers must go through a dealer.

Long guns may be purchased in a state that is not the purchaser's resident state as long as he can legally own one in that state. The purchase must be from an FFL.

Hand guns must be purchased in the state of residence.

Private transactions across state lines are verboten, unless one of them has a C&R and it is a C&R firearm.
