It seems that we have exhausted every aspect of the panic buy but, I was wondering how these gang leaders are dealing with this. I'm just assuming that they aren't smart enough to learn how to reload so I just figured if its not on the open market, its not on the black market or at least for very long. I wonder if this will have any impact on crime. Probably not. Any thoughts?

I have to point out that the ammunition found in evidence firearms is often mismatched and at times not even of the correct caliber. Most criminals are willing to use a firearm against you, but most simply use it for intimidation. The fact that it is loaded is an indication of their willingness to kill you to take your property, but the fact they don't check what may be in the firearm is an indication that they're not intent upon killing your. They will if you get in the way of their plans, but that's not their primary goal. They don't particularly worry about ammunition availability.

No of course not. All those gang members are turning over there weapons because those things will be illegal very shortly. And you know, they don't want to break any laws.

Maybe the administration will set them up with an ammo supply via "fast & furious"....
I think they will discuss this at their next gang meeting.
Gangs and criminals typically fire very few rounds.
A loaded pistol kept around for killing may not get fired more than a couple times all year.
A whole gang may fire fewer rounds in a year than 1 firearm enthusiast at the range in a day.
That is why ammo restrictions on criminals has very little impact. They don't really need much.

Lets do the math.
An old style typical drive-by typically used 17 rounds.
(I gonna Glock yo azz with my NINE!)
So yut's can gets 2.94 drive-by's per box of NINE's.
But a FO-TAY only tooks 15 per drive-by, so yuts could gets 3.33 drive-bys per box.
(I gonna Glock yo azz with my FO-TAY is a much more intimidating threat!)
But the coming laws will restrict NINES and FO-TAYS to 10 caps each.
So I think the smartest yuts who will surely want to obey the presidential decree and will soon switch to full-auto AK-47's that hold 30 rounds of 7.62 caps.
(I gonna caps yos azz with my Choppa ya punk sucka!)
Now I bet that really gets your attention!
They can get them from the same drug dealers that supply the yuts wid de drugs they sell to buy the choppa's from the same drug dealers.
Even after the new laws are passed.

I have heard several stories of stolen guns being recovered months/years later with the same ammo still in them. As far as accuracy of those stories who knows.

Why would it affect them?
We've had 7 armed robberies (perp was armed with a gun, not a knife) in the last month where I live. Only the most recent one has resulted in the perp firing shots, and then, only 3 at that.
If you're a criminal, you don't need ammo to commit any crime unless you want to kill someone by shooting them with a gun. For the majority of criminal mischief, having a weapon and displaying the intent to use it - even if they lack the ability because they have no ammo - is enough to make most victims give up the goods.

I agree with the "intimidation" idea... A 16 year old boy around here was recently arrested. He had 7 charges of armed robbery. He used an Airsoft.
