That's a Finnish M39, built on a 1905 Izhevsk, Russia hex receiver that still bears the crest of the czar. It was rebarreled and converted to M39 configuration at the Finnish VKT arsenal in 1942.
 
Back in the 1980s when I had an FFL some wholesaler offered what they called "Mystery Mausers" as they had no markings except a serial that didn't jive with any known Mauser run. Obviously Yugoslavian in origin, I later learned that what I had purchased for $69 was the M48BO. The BO is the initials for the Yugoslavian words "without markings."

Apparently 3,000 of these were built on special order in 1955 for the Egyptian government. They intended to arm insurgents fighting Israel but something happened and they canceled their plans. The rifles set in inventory for 30 years before dumped on the surplus market. American distributors bought them and sold them without knowing the whole story.

Mine is in almost new condition. Only a few storage and handling marks after 30 years in storage and another 25 in my safe.

C-grunt- Any unmodified military rifle at least 50 years of age is C&R. Any commercial gun that age is C&R. For some totally asinine reason the ATF ruled (didn't know they had legislative power, did you?) that military rifles must be "of interest" to collectors to be C&R and a modified rifle has no such interest.
 
that crest is so nice. what irritates me about my vz24 is that is was built for the Romanian army, the King Carol crest is my favorite, except my rifle was captured by the Russians and they scrubbed the crest off.
