Questions on Shipping a Gun to IL

I have an elderly friend that was selling some of her husband's estate. She listed a few of the guns on after I told her to look at the prices on Gunbroker. Now that she has sold them she was asking me questions about how to ship them. One of the buyers of an AR that she had listed is in IL. I tried to look this up for her and it doesn't appear to be any restrictions for magazine capacity or an AR in IL (outside of Chicago), is this correct? It does appear that in a private sale the seller must get a copy of their F.O.I.D card. Since she is going to be shipping to their FFL, does she need to request a copy of this, or does the local FFL that receives the gun handle all of this?
 
Its not required. The private sale rules in Illinois is for non-dealer transactions. However its certainly not going to hurt anything to request the info just for her own piece of mind.

The transfer is processing through a dealer. The FFL is required in Illinios to get the FOID information and perform a background check with the state police in addition to the 4473. They cannot release to anyone without a valid FOID.

"430 ILCS 65/3(a-10) - Any person who is not a federally licensed firearm dealer and who desires to transfer or sell a firearm or firearms to any person who is not a federally licensed firearm dealer shall, before selling or transferring the firearms, contact the Department of State Police with the transferee's or purchaser's Firearm Owner's Identification Card number to determine the validity of the transferee's or purchaser's Firearm Owner's Identification Card."
 
A few townships and the city of Chicago have assault weapon bans and magazine restrictions. Generally speaking, the FFL handling the transfer will know the local rules which apply to the buyers residence and should alert both parties if there is any issues.
 
+1 What Burt said All-the-Way. He is correct. Only Chi proper, Cook County, and a few Chicago Suburbs within Cook County have AWBs or mag limits. The city of Aurora caps mags at 15, as does Chi. Apart from that IL is wide open regarding so-called assault weapons and mag limits. No new local bans can be implemented owing to a statewide law ending new AW bans after a years-past deadline date. It is a constant fight to keep the lunatic gun-banners in check here in IL, THAT much is strue!
 
Your elderly friend does not have to fret over the buyer's FOID Card status. Once she has received and confirmed payment all she needs to do is have the firearm shipped to the buyer's verified local transferring FFL. The Illinois FFL will take care of everything FOID & ATF related that is needed to complete the transfer.

So - confirm payment, verify Illinois FFL, ship rifle, and done. You do not mention if she is going to use an FFL on her end. If she is not using a local FFL to do the shipping, it is a very good idea to make sure that the Illinois FFL will receive a firearm for transfer from a non-FFL individual from out of state. Some FFL dealers (and not just in Illinois) choose to not receive firearms for transfer from an out of state non-licensee. Others (like me) are happy to do it, but may require some extra steps to verify the identity of the actual seller.

And you need their date of birth too.
