I dunno... The one holding the RPG, have you ever tried to get an action figure to tuck his elbows in like that? It's almost impossible. Also, the one holding the rifle (can't really tell what kind it is...) you can just see his trigger finger between the wraps draped over the action... And the guy in front looks too real with his ears sticking out and the expression around his mouth... I would tend to feel that this photo is real...
 
Also, consider that the photo in the story is taken from a video in which the hostage read a statement. Tough trick to make an action figure do.

Yeah, I read that part. Still looks like three dolls superimposed over some guy reading the news, or something. Who holds a hostage with a belt-fed MG and a rocket launcher?
