Remington 700 in .308 20" for $2500

I am trying to help one of my Friends Build a Remington 700 in .308. He was Shot in the Stomach with a .40 Cal HST one year ago. He is still on Active Duty Status till the Army decides if they are going to let him stay in or not. He was released from the Hospital last month and wants me to help him build a Rifle. But weight is a Concern he wants to be able to hunt and target shoot. He cannot carry anything to heavy but he is set on .308 and he wants Remington.

I have a 700 VSF .308 26" with Nightforce NSX 3.5X15X50 NP-R2 with Nightforce Rings and mount and a LTR .308 20" with a Nightforce NSX 3.5x15x56 NP-R1 with Nightforce Rings and mount. But both of those setups are out of his price range. He handled both and the VSF is too heavy but he likes the LTR's weight.

So what 20" or 22" 700 will best suited for him to build on SPS but which one there are so many models or maybe VTR? If any of you have a 20" setup let me know what you are running on it Glass included remember I am trying to keep it under $2500.
 
Does it have to be in the 700 model? Can it be something smaller?
Rem makes beautiful carbine model 600 & Mohawk 600 in 308. The M-600 wont have the vent rib & is a better looking rifle IMO. Both models have a cult following. Accuracy with my M-600 has always been excellent

He wants a 700 and .308 I cant change his mind. I suggested other option but he is set on it.
