Rockford Illinois is still registering handguns even though it violates the preemption in the Illinois carrt law.
 
... and will continue to do so until they are sued and have to pay a big fine of taxpayers money. So ... what is the downside for them?
 
they do not actually register them. stores that sell them are required to report sales.

it is not a clear violation of preemption.
 
Eh, report the sales, this sounds like we need to know what they do with that info. Sounds like an illegal database.

Section 90. Preemption.
The regulation, licensing, possession, registration, and transportation of handguns and ammunition for handguns by licensees are exclusive powers and functions of the State. Any ordinance or regulation, or portion thereof, enacted on or before the effective date of this Act that purports to impose regulations or restrictions on licensees or handguns and ammunition for handguns in a manner inconsistent with this Act shall be invalid in its application to licensees under this Act on the effective date of this Act. This Section is a denial and limitation of home rule powers and functions under subsection (h) of Section 6 of Article VII of the Illinois Constitution.

In my opinion, the requirement for the reporting of a sale to a non-state entity, such as the city of Rockford, is a violation of Section 90.
It is in fact a registration.
 
Village of Chicago Ridge did it when they had a gunshop, too. Under the radar databasing...
