They are basically a modified Ak-47 with the long piston stroke attached to the bolt carrier, as opposed to the short piston stroke seperate from the bolt carrier of a true Dragunov or a Chinese NDM-86. This makes them a little less accurate. If you are firing the dirt cheap surplus 7.62x54r ammo through it, it not like you are going to really tell the difference.
The PSL has a stamped receiver, instead of the milled of the original SVD which is another minus point in my book. Makes it much cheaper and faster to produce though, and the mechanism is easily understandable.
Of course they are also far far cheaper. You can still find them in the $750 range, as opposed to the few thousand of a true SVD, so they are really good value for money, considering the quality, accuracy and general niceness of the rifle.
Some are also been imported that fire 7.62mm NATO rounds, though I never seen one of these in person.
I do wish they would allow the import of the Russian rifles into the country.

There are plenty of reviews if you google it up. The purists recommend the ones that are imported in one piece, as opposed to some that have been reassembled in the USA.
They are more of a DM style rifle, not a moa sniper rifle. Some guys claim to have a pet load or a ringer that shoots under an inch, but 1.5 seems to be the usual claim.
For a bundled package, it's not a bad deal.

So would a PSL with cheap surplus "light ball" be a 2MOA shooter?

A PSL with cheap surplus is a 2 MOA shooter. With 7N1 or commercial light ball, it can be a 1 MOA shooter or better. I know of someone who got theirs shooting a 2 inch group at 300 yards with no modifications to the rifle. They can be extremely accurate. I love mine because it's a lightweight, versatile, accurate, low-recoil semi-automatic rifle. It works equally well as a sharpshooter or battle rifle.

J&G Sales has them for $750 and they are neat fun rifles. Most aren't sniper grade though as some claim.
