The bore is likely quite pitted. This means it would collect lead and copper fouling in those pitted areas. Possibly a new barrel altogether is needed. Internally you don't know what parts (springs completely replaced to be safe and possible small parts from an older gun) will need to be replaced cost is a factor there. It's not just the cost of the gun it's the cost in time and money for a rebuild.
 
Those look like Gulf shore hurricane "survivors" from Houston, or maybe from a midwestern gun store that got flooded out. :(
