If one cannot buy SAPI plates because their export out of the US is prohibited, what can be done to increase the ballistics properties of a level IIIA vest?

If stab resistant inserts rated to a stab threat of 35 joules can be obtained, will they help to marginally increase the bullet resistance of the above vest?

My understanding is that Small Arms Protective Inserts, is the nomenclature of the military inserts for the IBA, and as a military product the export is controlled by the defense department, However I am sure that you can find many trauma plates that will fit what ever vest you own.

You can find hard armor made outside the US as well.
