screw on scope base stuck

Hi all,
Got a used rifle recently, and want to take the scope bases off, and one of the screws is stuck.
Not sure how it was attached, and was wondering what's the best way to get the screw off?
It's a flathead screw.
I already goofed it up a bit by torquing on it to no effect -- it's not totally stripped out yet, but it is tweaked.

I was thinking maybe hold a lighter up to it for a bit?
 
give the screw a sharp wrap with a non-marring mallet. If that doesn't work, a little heat may do the job as well (especially of it's a loc-tite issue)
 
Trust me on this:
Use PB Blaster. Spray it on there for 2-3 days, letting it soak in, and then try removing it. The stuff makes Liquid Wrench seem like glue in comparison. I think Wal-Mart sells it. Auto Parts stores also carry it. I got exhaust manifold bolts off intact from a 1950 Dodge Coronet after using this stuff. It's a great product.
