We've too many irresponsible people here to do that.

Sad, but true. However, there are also private clubs here where that is not the case; and those clubs would be a closer parallel to the clubs in Switzerland, Germany and the rest of Europe
 
Responsible people... Kids brought up with a notion of having responsibilities, do usually turn into responsible people. Kids brought up being told that they’re entitled to whatever it is they may fancy, on the other hand...

“Art. 6 Individual and collective responsibility

All individuals shall take responsibility for themselves and shall, according to their abilities, contribute to achieving the tasks of the state and society.”

That’s from the Swiss Constitution. It is interesting to note that this article comes before any rights are spelled out...

Now, I don’t mean that this is the way everybody feels, there are spoiled brats and loony parents everywhere, and mentalities change across the globe. But such a Constitutional article gives a good indication of what are the core values of a society, especially when it was voted by the people. Not in 1899, but in the 1999 revised Constitution.

So, to get back on the topic... Behaving irresponsibly on a shooting range is so severely frowned upon that you don’t even need a Range Officer to enforce civil behavior, most anyone present would quickly put a stop to stupid or unsafe acts, and a pig-headed customer would be quickly shown the door by the patrons.
 
I've see dumber things in the US - a commercial 1000y range with a paved state road 2 miles down range and no berm (but a slightly elevated firing position). A reasonable shot couldn't hit anything, but a stray shot? Most of the rifles used there have plenty of reach to at least get a bullet 2 miles. Don't shoot the semis I guess.
 
We've too many irresponsible people here to do that. We also have environmentalist, lawyers, lefties who would scream and cry.
Which is a sad commentary on our Nation.
Luckily, there still are that few, we band of brothers, who rise above.

If I remember the BotR videos correctly, that range actually has 1m baffle tubes to shoot through at each shooting position, so that the noise bothers neith motorists nor grazing cattle. The Swiss government subsidizes/discounts G11 ammunition at ranges.
