If you do any interstate transfer of firearms you have to go through an FFL. If the transfer is within the state between private parties the laws will vary depending on where you live. In a state like California its my understanding that you still have to do an FFL transfer. In other states face-to-face transfers are completely legal.

Basically, to answer your question properly you'd be better off telling us what state you're in.

Try this web site. http://www.packing.org/ You will find a wealth of information there. A check with the state department of law enforcement will also yield good information. To further complicate matters, although a state may allow unrestricted purchasing and sales of firearms to individuals, local ordinances may phrohibit or highly regulate such practices.

2. What would be better for a Sig P239...shoulder or waist?

Given the two choices most would say a belt holster either IWB or OWB. A shoulder holster is cumbersome and of course you can't take off your coat in a public area. Not many folks can pull off wearing a shoulder holster without a heavy cover garment.

3. How do you fellows rate the P239...

A search should give a lot of good information on the P239. Most users are very happy with the weapon. The only downfall I can see is the lack of being able to use a high capacity magazine. The plus is that it is a slimmer handgun and a bit easier to conceal.
