It looks like someone has removed/ cut off the grenade launching adapter that was originally part of the barrel. Most likely to make it comply with a state or federal AWB.

EDIT: On further examination the shape looks a bit different from what would remain if the launcher were cut off, but its hard to tell from the picture. I'm stumped.

The portion hanging off the bottom is where the bayonet attaches. The grenade launcher looks sort of like a brake or flash hider, and it is gone on that rifle.

I looks to me as if the launcher was cut off but not all of it. The launcher is ribbed and maybe they used a rib to cut straight? Leaving a little behind.

That's what I though at first, but then I noticed that on Yugo SKS's where the barrel merges into the grenade launcher is a sharp 90 degree angle, where the photo shows a ~45 degree flare. Unless there is another model of SKS grenade launcher I am unaware of, I am not an SKS expert.

Ok now I have it figured out, but I don't know the correct terminology. Before the piece where the bayonet locks into is another part that is flared like in the picture. This is where it's been cut.

Here is a picture of a Yugo SKS with the grenade launcher removed. Where is the flare?

A better picture from the OP would certainly help.

See right behind where the bayonet would lock, the thing with the retaining clip, A 1/2 inch in front of the sights. On mine it's flared just like the op's pic.

I wish I knew what those metal pieces were called it would be alot easier to explain :) But the red line should help. It's hard for me to tell from the original pic, it may actually be cut where the retaining ring is? A little to the right of the red line.
