I have the above with a rusted rear sight. It looks like it was designed to push in the button to adjust but it’s frozen in place and not moveable. Is that the way it works?

If I recall properly, in 1916, as part of the simplication of the No. 1 Rifle to the new No. 1, Mk. III *, the windage adjustment ability for the rear sight was removed but the sights often seem as though they should. Rear sights were originally matched to their rifle (but often replaced subsequently). If the push button and fine worm wheels are frozen and will not allow adjustment for height--I would recommend Kroil as a superior alternative--it loosens the rust and is a very light lubricant. Use a toothbrush to scrub the wormwheels which can be the culprit--sometimes a metal pick to remove fine bits of rust helps. Only as a last resort, disassemble as the parts are tiny for the slide assembly.
Another vote for Kroil ; along with Robert's suggestion of very light taps with a light hammer.... And give the Kroil a few hours to penetrate before any hammering occurs. I was gonna post a picture of the rear sight on my SMLE No. 1 , Mk. III but the Gunny beat me to it and he even has better pictures than what I have.
