On the butt: 49XX
Barrel: Regulation Police 38 S. & W. CTG.

The is a .38 S&W not special correct?

Your gun is a .38 Regulation Police and if the S.N. provided is correct and all digitits are accounted forby the X's, it is a prewar model. S.N. range is 1 - 54474 in years 1917-1940. Built on the five screw square butt, "I" frame; five shot fluted cylunder measuring 1.25". It looks to be a 4" barrel. The "I" frame was made for the .32 so your gun is a .38 S&W NOT a .38 S&W Special.
 
Pistol Toter's identification is correct, and the particular style of the stocks combined with the serial number would indicate that it was made during the early/middle 1920's.
