There has to be a case to review first. That is he first step. SCOTUS is the last step in a long line of appeals, and they have to choose to hear the case. It may never get to SCOTUS, or the may not decide to bear the case. If that occurs, the last appellate decision stands and becomes precedent.
 
The time to get something to the SCOTUS can vary greatly. The challenge to G. W. Bush's election in 2000 only took a few days or so. It depends on how hot the issue is.
