In NY a muzzle brake is OK if it is welded in place. A flash suppressor would disqualify it. Current NY legal AK types and ARs are being sold with either nothing on the end, or muzzle brake pinned and welded in place. Ridiculous, but that's the way it is.
 
PM replied thanks for the information. I'll pass on the information about the crush washer as well. That said, I wonder how hard it wouldl to find a standard size commerically available crush washer that would fit. Regardless, I'll look into it.
 
I am very interested in this rifle, but unfortunately I live in the Peoples Republic of New York. Is that barrel device a muzzle break, or a flash suppressor?
OK so I spoke with the the owner a few minutes ago, and he said that NY compliant models are produced and available and already in the hands of distributors. I was told that in NY, you cannot have a removeable device at all (just like you said), so the configuration is basically a straight unprofiled target barrel for those in NY.

Looks like it is pretty good quality... but on an AK, I would definitely rather have the front sight in the right place, out on the end of the barrel. AK's already have short enough sight radius -- the M10-762 looks like it is approaching pistol sight radius!

Of course if it is a range gun and you only shoot it with optics, this isn't an issue at all. But for my rifles, I like to have a good set of effective irons.
