Some bases that go through a lot of ammunition, like Ft Benning, or Ft Leonard Wood, actually pay a contractor to haul it off like garbage.

 

Their range, their rules.
I simply prefer not to have to abide by the silliness of such places and made an effort to belong to a private range where what you do, as long as you follow the basic rules of gun safety, is your own business.
These types of shenanigans are market forces, let them figure it out when the business goes south.

They sell the cases for scrap value and apparently don't want to waste the time sorting out the junk steel cases.

 

I'm a Range Officer at our county range, and we do not allow steel jacketed bullets during the dry parts of the year because it is a fire hazard. Statewide, we've had several brush fires started by steel jacketed bullets.
