several deputies try qualifying with mini revolvers as their off duty weapon. None ever succeeded,

Did any of them make a point of serious practice with the little things before attempting a qualification? It takes muscle memory to remember the cock-shoot-retreat-repeat tactic the NAA mini revolver calls for, but good hits on a 10" bullseye or into COM are possible with mine ... although like any SD training, it doesn't replicate the fear/adrenaline/consequences of a real SD situation.
