I received this pistol when my father-in-law passed away It's a non-decocker model that was only fired a few times.

I noticed right off that it could be carried 'cocked and locked' like my 1911, but I also noticed during my check (unloaded of course) that if I decock it that it works DA on the first round.

Is this a safe way to carry this weapon decocked over a live round?

Yes, it's a safe way to carry that particular pistol; modern DA/SA semiautos (including the Taurus 92/99 series) are designed for carry with a round in the chamber and the hammer down.

However, since you've got one of the earlier models sans de-cocker, manually lowering the hammer on a live round is not generally considered the safest of practices and should be done exercising strict caution, preferably using a clearing barrel or an otherwise safe backstop ...
 
The safest way to decock it is to place the thumb of your non-firing hand between the hammer and firing pin. Hold the hammer back with the thumb of your firing hand. Pull the trigger and immediately release the trigger. Move the thumb from in front the hammer, lower the hammer down.

Immediately releasing the trigger will engage the firing pin block safety and even if your thumb slips and the hammer falls, the gun will not go off. The firing pin block will also prevent accidental discharge unless the trigger is pulled all the way back.
