The ban of the 5.56 round

I heard through executive order Obama is banning civilian purchasing of the 5.56 round. Is this true can anyone find out? I looked through the forum with no success and found out you could still reload it from another casing even if thats the case BUT how can you just ban a round??

Someone please tell me this is hog wash..
 
It is a specific round. M855 green tip. They are trying to reclassify as armor piercing. Not all 556/223.

Still a huge overstepping of bounds and should be fought however.
