Thinking about an AR...

The shortage of lowers is based on the fact that every manufacturer seems to have a 3-4 month lead time on their lowers (and uppers, for that matter) due to vastly increased demand. There do seem to be plenty of complete rifles on the market, but for us guys who want to build our own lowers we seem to be screwed.

Perhaps that's just where you live. No problem in OH. Just bought one, and there were more behind the counter. Haven't noticed a shortage at all.

I just browsed the stripped lowers at my LGS today. Almost bought one. There must've been at least a dozen in the case, probably more in the back.

Wow, no kidding. I just went and checked around at a few places where I've bought lowers in the past and they're all gone. I suppose you can just to a place like Aim Surplus and request to be notified when they get more in.

The question is, will I be sorely disappointed with the quality of a DPMS lower?

You will probably be disappointed with the entire rifle altogether. It is an ok rifle, but as you progress and learn more about the AR platform you will know what is quality and what is not. Even as a newer AR enthusiast, just looking and holding the DPMS I can already tell that Spikes or S&W are better quality off the bat.
