Time to get a UPIN?

Today I went to pick up a shotgun purchased online. 4th time in a row I have been “Delayed”. I’m fed up with it. I’m not a prohibited person and I feel like I’m being deprived of my rights. Would a UPIN be beneficial in avoiding the runaround of being delayed?

Correction… 4 out of last 5. I didn’t get delayed on the 1911 I got for my anniversary.

i.e., your Concealed Firearm Permit.

They give it out to any bubba with the barest vestigial semblance of "training" here in the "free states."

Tennessee is screwy with how they do it, and most of my purchases end up going through an FFL in Kentucky, so that wouldn’t help anyway. When I had my carry permit I was never able to use it for transfers anyways because the shops I bought from always opted to call it in rather than do the bypass thing.

That may have been true in some locations, however is not correct for all states. The ATF makes that determination on a state-by-state basis and does review it periodically. For example here in Alabama a concealed carry license lost that standing in 2019.
 
Yes applying for a Voluntary Appeals File and getting issued a UPIN can help.

And @illinoisburt is correct. not every state's CCW permits qualify for a NICS exemption. I know Missouri's CCW does not qualify for the exemption.

The longest I was delayed when using my UPIN was 1 1/2 hours, otherwise the checks go through instantly. My situation is a bit different though and I had to get a UPIN to keep from getting denied. My dear brother, with a long criminal history, stole my identity and also used my name as an alias.
 
Per the TBI website, a TN Handgun License does not meet the Brady requirements for annual re-check of prohibited status. So, there's no "bypass."
BATFE lists Tennessee as a Point of Contact State, so that gibes.

But, since TN is a POC State, TBI would have to handle a UPIN on their own. I find a Denial Appeal, but no form for VAF/UPIN.

From what I could find online even states that act as a Point of Contact still go through the NICS system for background checks. So a UPIN should still be helpful. I would definitely contact the state of Tennessee for more information on this.
 
If you have never received a "denied" response, I wouldn't worry about it.

A friend of my uncle, last I knew, had (or had applied for) a UPIN because his son is a convicted felon.

He still gets delayed every time. As compared to before the UPIN, having to appeal the denial every time.

I was in the same boat thanks to my dear brother. I would get denied every time and had to appeal. I did get denied once after receiving my UPIN. While appealing that denial, I asked that my VAF be updated at the same time. I haven't had a problem since then.
 
I got the go ahead late yesterday and picked up my shotgun today. I’m beyond frustrated with the mess it has become. For sure going to do a C&R license and that should eliminate a bunch of the mess, especially since I am drawn to older guns. There are very few new guns I would want anyways so I think I have my solution.
 
In Illinois you wait three days regardless. Approved immediately, delayed, three days. Handgun, long gun, aow, some airguns, black powder guns. You wait. Not one of the "free" states. Dem control of all three branches.

It will not eliminate the delays. I also get delayed a lot and having a FFL did not stop it. Trust me, I been there. I never got a UPIN because at the time, I did not know about them. It did stop eventually, do not know how tho.
 
Correct, having a FFL and/or CCW will not help. You can still get delayed with both when the NICS check is ran. NICS is name based as far as their search criteria. And that is why I had no choice but to get a UPIN or try to appeal each and every time.

UPIN stands for Unique Personal Identification Number. And the FBI will issue one to you when you apply for a Voluntary Appeals File and are approved. This is for people that constantly get delayed or denied when a NICS check is done for a firearms purchase.

A VAF and UPIN are for those like me that have had their identity stolen by a criminal or have a similar name to some one that is a felon. The UPIN helps prevent a delay or denial during the NICS background check.
 
The NICS check is name based. So if you have the same or similar name as someone who is barred from possessing a firearm you will get a delay or denial until things are cleared up.

I speak from experience on this matter. My dear brother who is a convicted felon stole my name and also used my name as an alias. This caused me to get denied each and every time until I applied for a VAF and was issued my UPIN. And if I do not provide my UPIN, then I will get denied.
