Just make a wood box from cardboard box and cedar fence boards. Probably cost $5 and 15 minutes
 
OK, lets now look under the same regulations Forget the transportation. If you have more than 20 lbs of powder then it already should be stored as indicated. So you should already have the wooden box.!

11-3.7 Smokeless propellants intended for personal use in quantities
not exceeding 20 lb. (9.1 kg) shall be permitted to be stored in original
containers in residences. Quantities exceeding 20 lb. (9.1 kg), but not
exceeding 50 lb. (22.7 kg), shall be permitted to be stored in resi-
dences where kept in a wooden box or cabinet having walls of at least
1 in. (25.4 mm) nominal thickness.


Lets not forget to plaster the vehicle with Placards!:)

You had better not post placards unless you are absolutely sure it is required. Running a vehicle down the road with improper placards displayed is just as illegal as not running with them at all. Arguing with Law Enforcement on the side of the road over who's right will get you in a heap of trouble. Due diligence on your part is correct answer. Ignorance of the law is not. Don't ask how I know! You can certainly call local office of state police and speak with DOT enforcement to get the procedure if you plan on hauling large quantity.
 
I assume you're looking at DOT regulations?
Those are for "in commerce" transportation, not personal.

As to the 1" thickness it is either for sturdiness or for burn through time.
Fedaral code of motor vehicle regulations for commercial vehicles is one thing, but Fed DOT regulations are further reaching. If you read into DOT regs, you will find requirements for such things as height and aim of headlights for all vehicles as well as reflectivity of reflectors. ( I work for Honda, just had a Stop Sale notice on certain units because of a reflector that didn't reflect light to the degree as required by DOT. I know this doesn't particularly pertain to the original post question, but demonstrates DOT laws apply to all.) Don't want to debate you on this, but you can't ignore DOT regulations regarding transportation whether your in an 18 wheeler or a Prius.

I decided to break it down between 2 vehicles and multiple trips. It was easier that way.
 
Old foot lockers, quilt trunks, pie safes and other such old country style storage are ideal: wood, vented, made for easy transport and inexpensive. Most foot lockers and pie safes are also lockable.

Only asking a legitimate ? here.....

What if a person had 20 lbs or less, stored in 2 separate locations in the house...( say 2 places with 20 lbs each )...?
