I believe they use the cylinder base pin as a safety. It has two notches if the pin is all the way in it blocks the hammer. put the pin in the second notch to fire.
 
I just bought a 6 shot .22-- .22 mag. stallion last week. It does not have a transfer bar. The stallion, I think, Is the same as the cattleman in a scaled down version. The first click is the safty. It keeps the hammer off the pin. Also the base pin has two notches in it. pushing the pin all the way in towards the rear places the pin against the hammer itself keeping it from going any further mechanicly as a positive safety. The manual and I recommend keeping a empty chamber under the hammer.
