I am looking convert my VZ24 to a 35 Whelen for Elk. Trigger and barrel I have picked out as well as a decent stock, but is there anything that I should know about having this done? I work on a limited budget so those annoying little things that pop up can be a project killer. Any advice to make this go as smoothly as possible would be great.

IMO, it should be a smooth transition to the great 35 Whelen. The VZ24 is a good quality action to use, and with the parts that you have selected, should provide you with a satisfying custom hunter.
I have a VZ24 that I personally converted to 6.5x55 Swede with a heavy barrel and a Fajen laminated stock with a Bold trigger, for target use.

I am leaning towards a Shilen #4 contoured barrel with a Timney Featherwight (their spelling not mine) trigger in a nice English Walnut stock.

You can't go wrong with your selection of barrel and trigger, and naturally, stock preference will be a personal thing.
My thought about it is if you'll be using the rifle in wet weather, a laminate stock is more stable as a rule.
I have several rifles with a mix of wood, laminate and synthetic.

What you choose for a barrel and trigger is a personal thing and I have no comment on that. However I do agree with NCSmitty on the stock. Unless you have your heart set on a nice walnut stock, you would be much better off with a laminated or composite stock for rough wet hunting; a further advantage is that they will not warp and change your POI. I speak from experience after damaging two nice walnut stocks. :)
