PUBLIC HEARING ON SB 5083 (CPL RECIPROCITY)


The House Judiciary Committee will hold a public hearing on Senate Bill 5083 (CPL reciprocity) on Thursday, 19 February, at 8 a.m. in House Hearing Room "B," John L. O'Brien Building at the Capitol Campus. At this time, SB 5083 is the first bill on the calendar, so it should be heard at 8 sharp.

Forty-six states now issue concealed pistol licenses to its citizens, 35 of them "shall-issue" and two "Vermont-style-carry" (Vermont and Alaska, no license required). With Vermont and Alaska, more than 30 states now have some form of reciprocity -- recognition of carry licenses from other states. Eleven states already allow a Washington licensee to carry in their state (AK, ID, IN, KY, MI, MT, OK, TN, UT, VA and VT). It's time that Washington allows law-abiding citizens of other states to carry while visiting Washington.

SB 5083 is a true reciprocity bill -- there must be mutual recognition of licenses for reciprocity to exist. A universal recognition bill, as we passed in 1998 only to have Governor Locke veto the bill, would be a much simpler arrangement. Eight of the states that currently accept Washington's CPL do so via a universal recognition statute. But SB 5083 is a good start.

A strong show of support will send a clear signal to the House Judiciary Committee (and to the House as a whole) that Washington is prepared to join the other 30+ states who honor out-of-state CPLs. If you can't attend, please call the Legislative Hotline at (800) 562-6000 and express your support for SB 5083.
