The AWB prohibited the manufacture of "high capacity" magazines during the ban, correct?
So wouldn't companies only BEGIN to make new magazines on Sept 14th? I think there's going to be alot of angry people on Sept 14th who think there's going to be shelves full of brand new "high capacity" magazines the day it sunsets.

Am I correct?

It prohibited the sale of magazines made after 9-13 to non LEO/Military. They still made normal capacity magazines, but all were stamped "Military/Law Enforcement USE ONLY". When the ban dies, you'll be able to buy new magazines, but chances are they'll have that stamping on them until magazines with no markings can be made and shipped.
