Can you fit a foregrip meant for Picantinny rail to a gun with a Weaver rail?

I tried and actually done it. Spent 2 hours forcing it in millimeter by millimeter with my bare hands, but I finally got it. A hammer would have disfigured it.

As you figured out, the slot dimensions are different between the Picatinny and Weaver rail systems - the 1913/Picatinny rail has slots that have a larger fore/aft dimension.... This means that you can generally use Weaver style mounts on a 1913 rail (albeit with some fore/aft slop) but the converse is generally not true.
