What does this mean?

Sorry for my ignorance, but what is an ITAR and an APO??

I was in the Bravocompany website and tried to check out an M4 upper with a 10.5" barrel. It still proceeded me to checkout but it aslo gave me that "notice".

Basically they're saying that they will not ship to an overseas address and that includes shipments directly to US servicemembers overseas.

You are aware of the 16" minimum legal barrel length on rifles in the U.S.A. aren't you?

A 10 1/2" barrel would have to have a blessing from the ATF, and a $200 buck SBR tax stamp, unless you are putting it on an AR-15 pistol lower.

Perhaps he is considering putting it on his duty weapon while in theater? I think that I've read of soldiers doing that before in Iraq.
