Possibly some variant of a Galil or Valmet?

Is it maybe a WASR in .223 that's been modified to look like a Galil?

Sure looks like a valmet. It has the AK style charging handle, the gas block of a valmet, furniture similar to what is common on a valmet. So if it not a valmet it was built to look like one.

The R4 is a South African version of the Galil...longer folding stock made from polymer for better heat rejection
