what is the cheapest 9mm or .45 acp thats actually decent (just reliable)

I still think one of the best steals in recent years is the FEG PJK-9HP. I bought one a few years ago for 225 bucks. It has been very very reliable and at 50 yards I can shoot a group I can cover with my hand. The bluing on the weapon is gorgeous and its a fine shooter. You can still find them occasionally for around 200-250
 
The Sig P6 seems like the best deal on a 9mm if you can still find one.

Otherwise a Glock 17, Glock 19, Glock 21, Springfield XD. And of course the 1911. Look for a used Springfield Milspec. Charles Daly seems to be really stepping up their committment to service.

To go cheaper, check out the Ruger P-Series. Suprisingly great trigger, although I don't like the grip and the way the magazine catches.

15+1 rounds of 9mm at your disposal in DA/SA mode. One minor quirk about this gun: the manual safety is flipped UP for fire and DOWN for safe, which may or may not be what you are used to.
This is essentially the same thing as the formerly produced Beretta Cougar. It's made on the same tooling and Beretta is the parent company of Stoeger, which produces the pistol in Turkey.

This can be had new for $400 or less. IMO it's one of the best values in autoloaders today.

+10000000000 on the stoeger cougar. For the criteria you mentioned it can't be beat (for a new gun of course). Got mine for less then 400 and it outshoots my g17 every time i go out. Fit and finish is nothing short of the ones Beretta made.
 
I will always go for the Beretta 92fs with the exception if you going to CCW. As far as the glock goes I don't like them but with so many using them I'm sure they are very good. either of these two will serve you well the only thing is if you decide to get a smaller weapon down the road you could stay with the glock and still use all your magazines you have as the one's from the bigger weapons will fit into the smaller ones of same caliber. Beretta have nothing that come close to that. For me when I go smaller I like the s&w 642 in .38 spl. so that is an non issue to me.

They have some awesome deals on 9mm. Personally, I prefer the Steyr M9 over all of them but the MAPP1 appears to be a direct clone of the EAA Witness or CZ.

Also you could see if you can find a CZ 40B, I know you said 9mm or .45, but I bought mine for $289+$10 shipping+$10-20 transfer (ordinarily it's $20 but I was transferring three guns at once, think I got some discount or other), $310 get you one of the best pistols that should have become a regular production item. Takes fullsize CZ .40 mags.
 
Since $ is important here, I'd have him take a look at .45 acp ammo prices v. 9 mm ammo prices before he buys. The more ammo he can afford, the more he'll shoot. Having said that, I second the Ruger P95 or P89. Reliable and handle cheap ammo.
 
Well, with a $400-$600 max, he has a LOT of choices, and not just in the traditional cheap-seats (HiPoint, Bersa, etc).

I always recommend looking at used guns when on a budget, but you can get a lemon (happened to me 2x). A used or new Glock could be a great choice, or a Rock Island Tactical 1911. Used Berettas or Rugers would be other good choices. Finally, there will be many used revolvers in that price range.

Make a list of contenders, then get the brother to a large gun shop or gun show to handle all the candidates. It will ultimately be the only way to decide.

I'd find a trade in or used Glock (an advantage of them being used by zillions of police departments-cheap trade ins). They may not be pretty or fancy, but you can count on them to do what they are supposed to do.
 
Hi-Point

Out riding yesterday and stopped by fishing/sport store. He had new Hi-Point 9mm in case and it came home with me for $159 plus tax. Darn thing is more accurate than I am, with no malfunctions. Only 9mm i own as I'm primarily a 1911 guy, but curiosity got best of me after
reading so many people reporting good results with these
cheap firearms. They were right! :) Sorta wish I had got the 45 since I reload those, but they are surely one big hunk of metal/plastic.
 
another vote for hi point if you are on a limited budget. I just got back from the range shooting my hi point and it was great.

If your budget is over $150 many others have mentioned a lot of good ideas as well.
 
Stay away from Hi-Point. Spend the little extra and go with a Glock. They are ALOT better quality. I would also reccomend going with a 45.

If A: I weren't broke and B: Lived in Florida I'd be all over that Ruger Security Six!

Nicest revolver I ever shot was one of those!
