I agree with Jim - total horsefeathers. The above quote tries, as usual, to pin the illegal possessor on a straw purchase (legal sale "gifted" to an unauthorized person)... an effort to control "most efficiently" those sales (straw and private) at gun shows.
By the way, let's face it - if there were no guns ATF&E would be out of a job... thus the agenda.
