I don't really understand the point of your question. The answer is no, but why do you ask? I can't imagine it's illegal (for most people) in Georgia, either; have you encountered a problem?

AFAIK...
It is legal everywhere in the USA to own/possess/transport a pump-action shotgun.
Various state/local laws may regulate how/where you can possess/transport the pump-action shotgun and/or have it loaded/unloaded.

Legal here in Nevada. You can even have the mag loaded in a car just need chamber empty.
