A state that acts in such a manner is most assuredly NOT statist. Quite the opposite, in fact. Statism implies a pretty much continaul attempt at centralization of power. Any state that acts to protect guns (by which, I'm assuming you mean a traditionally pro-liberty position on private firearms ownership) is not centralizing power. For your statement to be true, it would involve highly unorthodox interpretations of both gun rights and the term "statism."
