Is there some sort of special tool for putting the front sight hood back on after you've removed it?

I see there aren't any responses here ... might be because the Yugoslavs built several different models of firearms and it isn't patently obvious which one you are referring to A Mauser, maybe?

Yup.
Its called a 'snap ring pliers'

They cost about $5-10 at a hardware store- get the kind where the jaws open when the handles are pressed together. It should go without saying that you should wear safety glasses while doing this.

Once you've tried putting a sight hood back on a K98 or Yugo M48, its pretty obvious what he's asking about
