Sounds like one of the biggest issues with may issue states. It becomes whoever is buddy buddy with the ones who decide if one is "worthy" of carrying or not on if they get to, not if the person is qualified or not.

I have an FNP9 and have found it rather good, especially for the left handed crowd. Only issue I ever ran into it is the action sometimes not catching back when the magazine was empty.

It's an interesting rifle to shoot. It's nice for left handed people.
