Yet another vote for the CZ 452. I have a Special/Trainer model and you can use the irons or scope it, whichever you prefer. They are tack drivers out of the box and within your budget.

As earlier posters have indicated, I don't believe this individual is very well informed. Also, I may be wrong, but I've never heard of a "printing violation" either. As long as the establishment isn't illegal to carry in, I would say absolutely go for it.
