Rob a good scope mounting of drilling and bases should not be over 80.00 unless mount is a special order or one that the company is proud of ! Especially on a 22, unless its some really hard metal it should be a simple task.
I shoot a keith style 250 lead flat nose with h-110 or h-4227powders
Both give me great accuracy and deadly on hogs and deer or any other animal with in my 75 yrd kill zone.
I shoot a Ruger Super Redhawk, scoped 4x30 91/2" and it smokes any thing I hit with this round.

burris makes a good scope, luepold, nikon, simmons, bsa
all make good scopes, I use a bsa 3.5x30 on my super redhawk 9 1/2" and I shoot some heavy loads and scope has preformed well.
from what I saw in your photo's the weapon has some serious tolorence issues
head space is probably way off and spit or rupture cases could result, or worse !
