It's just a pricing method. MidwayUSA could roll in the s&h cost into the per unit price or they can keep it separate. You're right in your implication that MidwayUSA must recover it's shipping costs. The question is, "How?" The method they've chosen is pretty common across many retail channels...

They let you ship a gun but declined to ship the ammo. They're not anti-gun. They're confused. Your job, unfairly assigned, is to get them straightened out. Work it out with a supervisor or manager. And try not to get all 2A-ey about it. Don't mention the "short bus" either.
