The 94 Crime Bill bans the importation of standard capacity magazines made after the ban. But let's say someone goes to a gun friendly country, picks up a few magazines paid for in cash, and brings them back to the US. If Our Hero gets caught somehow, how on earth can the government prove that the magazines in question were made after 1994? Since the burden of proof is on the gummint and you can't be forced to admit where you got the magazine thanks to that pesky little thing called the 5th Amendment, I would imagine it would be pretty easy to ignore this law, if one were so inclined(which I'm not, of course).
