are the uppers on CMMG's bargain bin rifles used?

Just wonderin in case I ever want another AR-15. Are the upper receivers used or just the lower receivers?

Mine appears to be 100% new-- I paid the $25 for hand select, so that may be the difference, but to be fair, my bud bought a $599 M4 clone, and it looked just as new as mine-- so the $25 may have not gotten me anything extra..
