i did a quick scan, and i dont think this has been posted yet on THR, so forgive me if it's a repeat.

i dont know mass. law - but do you need a license to have ammo?

...Keni Garcia, 32, of Haverhill, was arrested Thursday after a weeklong investigation by New Hampshire and Massachusetts police and federal agents. Police said Garcia recently tried to purchase 55,000 rounds of ammunition in New Hampshire.

Investigators said they also discovered that Garcia had recently purchased at least 20,000 rounds of ammunition and three high-capacity pistols in New Hampshire using a phony New Hampshire address.

Officials said Garcia is not licensed to possess any type of firearm or ammunition in Massachusetts...

There is more to the story than just buying ammo. He is not a citizen and was buying 55K rounds. Even us horders don't have that much.
 
Another forum has a thread running, linking to other news articles. If I'm not mistaken, he is being charged for other violations, but the news media is sensationalizing the ammunition. See if you can do a media search for more info. I seem to remember allegations that he was sending arms or ammunition or other contraband back to his home country of Dominican Republic, or some small nation like that.

Right, he doesn't have the proper permits to buy ammo in MA, or to have high capacity firearms, of which he is in possession of both in MA. Bad move.

So as said, it isn't just the ammo issue, although the ammo numbers do look big.
