I’ve been looking all over the CA DOJ website for this information, but cant find a complete answer.

I Know you can transfer a handgun from Parent to Child / Grand Parent to Grandchild / and to your spouse, withought going to a FFL dealer:and waiting 10 days. You have to submit that intra-family form, and 19$.

However can you transfer a firearm from Sibling to Sibling in the same manner?

ALSO How do you go about registering a firearm that has no owner? I have a possibility of obtaining a couple of old guns that were bought in the 50's 60's, my next door neighbor, whos husband who died 8 years ago recently found them, and doesn’t want anything to do with them. She is in very poor health, and has no family.

How would I get these legally tansferd in my name? Especially if she kicks the bucket, and the guns have no legal owner?

If anyone could answer these question, that would be great.

Nope. Stupid, but there you are. (Well, here we are, since I live in CA, too.)

But you can sell them to each other, as private party transfers; no need to have any markup on the price.

Same with the older guns you refer to; it wasn't required to register a purchase or go through a FFL on an in-state purchase before 1991, and if you moved here it was not required to register handguns before 1998. There are LOTS of un-papered handguns in the state. Find a friendly FFL and ask how he/she handles such.

There is a form that you can fill out. I believe it's a voluntary registration and it's under $15 per weapon. I don't know more information, but your local FFL should.
